Curriculum reform primary executive release

Curriculum reform executive release time provides additional opportunities for executive teachers to plan and prepare during the reform.

Curriculum Reform Executive release for primary school executive staff will be extended into 2026 and be calculated based on your school’s published 2026 Anticipated enrolment and entitlement report in OMSEE.

As schools draw closer to full implementation of the curriculum reform timeline, for 2026 additional centrally funded release time will be provided for primary school executive staff which will enable (in addition to existing RFF):

  • 0.15 FTE release for each assistant principal
  • 0.375 FTE release for each deputy principal.

While this release was not initially expected to be available in 2026, maintaining this level of support offers valuable assistance to schools completing the implementation of important curriculum reforms. In the longer term, the release time may be considered as part of the department's Staff Entitlement Review.

Your school’s 2026 Curriculum reform executive release has been calculated using your school’s published 2026 Anticipated enrolment and entitlement report in OMSEE. Funding has been provided to schools as part of the 2026 SBAR.

The allocation will be subject to adjustment based on the Actual enrolment and entitlement report published in OMSEE in March. Any required allocation adjustments will be delivered to schools in the 2026 SBAR Adjustments next year.

  • SCOUT: This allocation can be seen as a line item on your SBAR comparison page under site-specific.
  • SAP: This allocation is in the eFPT Allocation Detail Report combined with other allocations in the ‘SBAR Not assigned’ line. It does not have its own line item here or in the eFPT. In the eFPT, this allocation is included with other allocations in the 6100 unassigned line.

Calculation of curriculum reform executive release allocation

Curriculum reform executive release is funded by the department through a combination of staff entitlement FTE (EXR entitlement) and flexible funding allocation.

Primary teacher executive release (EXR) allocations are provided to primary schools with enrolments greater than 504 and for some teaching executive positions in primary support units. This allocation is part of your school's staffing entitlement and can be seen on published entitlement reports in OMSEE.

Please note, whole-school Primary teacher executive release (EXR) entitlement is used as an offset. Additional flexible Curriculum reform executive release is provided to supplement the EXR allocation to ensure the school receives its full curriculum reform executive release allocation.

Schools that receive an EXR staff entitlement should use this FTE, combined with their additional flexible allocation, to facilitate the release of executive staff for curriculum reform implementation.

What is EXR entitlement?

EXR entitlement allocations (Primary teacher executive release) are provided to primary schools with enrolments greater than 504 and for some teaching executive positions in primary support units (Primary student support executive release). These allocations are part of your school's staffing entitlement and are visible on your Enrolment and Entitlement report in OMSEE.

Why funding might be different from the school down the road that appear to have similar entitlements

Schools vary in the amount and type of entitlement allocated. Relatively small differences in enrolment can change the number of teaching executive positions allocated to a school and whether the school receives Primary teacher executive release (EXR).

Support units with a teaching assistant principal may also affect the level of curriculum reform executive release funding.

Total Primary teacher executive release and Primary student support executive release allocations (EXR) are offset when calculating each school’s curriculum reform executive release allocation.

Eligibility

Assistant principals, curriculum and instruction (APC&I) who are full-time in this position will not require Curriculum reform executive release. Part-time APC&I should be provided Curriculum reform executive release proportional to their teaching load.

Assistant principals in schools for specific purposes (SSP) or attached to support units also receive Curriculum reform executive release in the SBAR.

Teaching principals, where possible, receive the additional curriculum reform teacher release but not Curriculum reform executive release. We recognise that teaching principals require not only time but also additional support to implement new syllabuses.

  • We have developed additional targeted resources to support teaching principals to lead curriculum reform in their local context.
  • Subject matter experts and literacy and numeracy lead specialists have also developed workshops to support teaching principal 1 and 2 (TP1 and TP2) schools. Workshop information can be found on the small schools channel under the primary curriculum statewide staffroom.

Above centrally identified positions – Above centrally identified positions (ACIPs) or above establishment positions are not entitled to Curriculum reform executive release.
