Strategic workforce planning
A strategic workforce plan ensures suitably qualified staff have been recruited to enable additional early childhood education and care (ECEC) places to be filled once a capital works project is completed. This will also ensure the necessary planning is undertaken to fill the new roles to ensure regulatory compliance, and to deliver the best possible education outcomes for children enrolled.
Strategic workforce planning is the process of identifying and bridging gaps between current and required future workforce needs to meet strategic goals and objectives.
As opposed to an operational workforce plan, a strategic workforce plan is a longer-term plan, covering 2 to 3 years, or longer-term timeframe.
Strategic workforce planning enables organisations to proactively understand and plan for changes that may impact their work and workforce whilst mitigating risks and embracing opportunities.
Strategic workforce planning also:
- ensures services are well-prepared for the future
- ensures services have recruited the right number of staff, at the right time and place, with the right qualifications and capabilities, to deliver the best educational outcomes for children
- enables services to anticipate and prepare for predicted workforce needs.
You should consider your workforce requirements and how you plan to recruit for the new roles required to offer additional enrolments when submitting your grant application.
A strategic workforce plan should be developed within a year of approval of your grant application to ensure suitably qualified staff will have been recruited to enable the additional ECEC places to operate without delay.
Applicants that are successful in receiving a grant will be asked to provide a copy of their strategic workforce plan that steps out initiatives to enable filling of the additional ECEC places created as part of requirements for a milestone payment.
Once developed, the strategic workforce plan should be reviewed on a regular basis.
